Old car rules in Gurgaon: what applies to HR-registered cars
Gurugram is part of the National Capital Region, so the NCR age rules apply here: petrol cars over 15 years and diesel cars over 10 years are treated as end-of-life. Haryana adds its own layer through the Vehicle Scrappage Policy, Haryana, notified on 7 December 2022, which calls 10-year diesel and 15-year petrol vehicles "critical age" vehicles, gives rebates for scrapping them, and makes keeping them on the road more expensive.
As of September 2026, enforcement follows the Supreme Court's order of 17 December 2025: cars past the age limit that meet BS-IV or newer emission norms are protected from coercive action, while older, pre-BS-IV cars are not. In August 2026 the court was asked to clarify the position again, because PUC centres were refusing certificates to cars past the age limit. Gurugram was also one of the five NCR districts where fuel stations were told to stop refuelling end-of-life vehicles from 1 November 2025 before that direction was kept in abeyance.
What this means if you live in Gurgaon
| Your car | Where you stand today |
|---|---|
| Diesel over 10 years, pre-BS-IV | Cannot legally ply in NCR and can be impounded. Scrapping is usually the best option. |
| Petrol over 15 years, pre-BS-IV | Same position as above. High impoundment risk on public roads; automatic deregistration. |
| BS-IV or newer, past the age limit | Currently protected from coercive action, but PUC and fuel can still be a problem. Compare scrapping with an NOC transfer out of NCR. |
| Under the age limit but failing fitness | It is an end-of-life vehicle regardless of age; only an RVSF can legally deregister it. |
| Parked unused for years in a society or DLF basement | Rusting reduces its value every month, and RWAs increasingly remove long-parked cars. Scrap it while the parts are still worth something. |
Haryana Vehicle Scrappage Policy: what Gurugram owners get
Under the Vehicle Scrappage Policy, Haryana (gazette notification of 7 December 2022, valid for five years), an owner who scraps a vehicle and buys a new one gets a motor vehicle tax rebate equal to 10% of the tax on the new vehicle or 50% of the scrap value shown on the Certificate of Deposit, whichever is lower, plus a 25% rebate on the registration fee. The policy also makes running an over-age car costlier.
| Haryana policy | What it says |
|---|---|
| Motor vehicle tax rebate | 10% of the motor vehicle tax on the new vehicle, or 50% of the scrap value in the Certificate of Deposit — whichever is lower |
| Registration fee rebate | 25% on registering the new vehicle against a Certificate of Deposit |
| Important condition | These rebates apply only if the new vehicle is bought from a dealer in Haryana and registered in Haryana |
| Critical age definition | 10 years for diesel vehicles, 15 years for petrol vehicles |
| Higher fitness fee | Charged on vehicles past critical age at renewal |
| Environment compensation charge | ₹1 per cc, charged at fitness testing for vehicles past critical age |
| Road risk charge | ₹1 per cc, charged at fitness testing for vehicles past critical age |
| Other RTO services surcharge | Transfer, hypothecation change, NOC and similar services cost ₹100 more for critical-age vehicles |
Central rules add to this: MoRTH has provided for a concession of up to 25% in motor vehicle tax for non-transport vehicles and up to 15% for transport vehicles bought against a Certificate of Deposit, and for a waiver of the registration fee on such vehicles. How much you actually receive depends on how Haryana applies these at the time of registration, so ask your dealer to confirm before you book the new car.
Gurugram RTOs and deregistration
Gurugram has three RTO codes, and Nxcar handles the deregistration paperwork for all of them, so you don't have to visit any of these offices.
| RTO | Code | Handles | Office Address |
|---|---|---|---|
| Gurugram (North) | HR-26 | General registration, non-transport & private vehicles | Mini Secretariat, Sector 12, Gurugram, Haryana – 122001 |
| Gurugram (South) | HR-72 | Private vehicles (South Gurugram & Badshahpur jurisdiction) | Near Millennium City Centre (HUDA City Centre), Sector 44, Gurugram, Haryana – 122003 |
| Gurugram (Commercial) | HR-55 | Commercial vehicles, transport carriers & fleet registrations | Regional Transport Authority Office, Sector 33, Gurugram, Haryana – 122001 |
With an RVSF, the cancellation happens on the national Vahan system: once the Certificate of Vehicle Scrapping is issued, your car's registration is cancelled and the HR record is closed. You do not file anything at the Gurugram RTO yourself.
What if my car is registered in Delhi or UP?
That's fine. Nxcar picks up Delhi (DL), Noida and Ghaziabad (UP-16, UP-14) and other state cars from Gurugram addresses. Because the Certificate of Deposit and RC cancellation are processed on Vahan, the state of registration does not change what you get — though the tax rebate on your next car follows the rules of the state where you register it.
Scrap car price in Gurgaon
Most cars scrapped in Gurugram fetch between ₹15,000 and ₹60,000, and large SUVs and premium cars can cross ₹1 lakh. Your price depends on the car's kerb weight, today's steel and aluminium rates, and whether the engine, battery, catalytic converter and wheels are still in the car. Gurugram prices are usually at the higher end of the NCR range because scrap yards and steel buyers are close by, which keeps transport costs low.

Should you scrap or sell your car in Gurgaon?
If your car is past the NCR age limit and pre-BS-IV, scrapping is usually the only legal option and the CoD rebates make it the better-paying one. If it is BS-IV or newer and still in good condition, you can take an NOC from the Gurugram RTO and sell it in a state without an age ban — buyers there sometimes pay more than scrap value, though re-registration and road tax in the new state eat into the difference. Nxcar quotes both, since we also run a used-car buying and dealer network.
