Delhi's end-of-life vehicle rules — and the penalties
Under a 2015 NGT order upheld by the Supreme Court, petrol vehicles over 15 years and diesel vehicles over 10 years are end-of-life vehicles in Delhi. The Delhi government's Guidelines for Handling End of Life Vehicles in Public Places, 2024 set out what happens if one is found plying or parked in a public place: it is impounded, and the owner pays a penalty of ₹10,000 for a four-wheeler or ₹5,000 for a two-wheeler before release.
| Situation | What the 2024 guidelines say |
|---|---|
| First time impounded | Released after the penalty and an undertaking that the vehicle will be removed from Delhi or parked only in private, non-shared parking |
| Second time impounded | Not released; directly sent to an authorised scrapping facility |
| Diesel transport vehicle over 10 years | Not released under any circumstances |
| Penalty before release | ₹10,000 for four-wheelers, ₹5,000 for two-wheelers (plus towing and parking yard charges) |
Supreme Court Order Context (September 2026): As of September 2026, enforcement follows the Supreme Court's order of 17 December 2025: cars past the age limit that meet BS-IV or newer norms are protected from coercive action, while pre-BS-IV cars are not. In August 2026 the court was asked to clarify again, because PUC centres were refusing certificates to age-crossed cars and fuel stations were refusing to refuel them. Rules here change often — this page carries the date it was last reviewed.
Delhi's tax rebate for scrapping your old car
By a Transport Department notification of 18 October 2024, Delhi gives a motor vehicle tax concession when you register a new vehicle against a Certificate of Deposit from an RVSF.
| New vehicle | Tax concession against a CoD |
|---|---|
| Non-transport (Private), petrol / CNG / LPG | 20% |
| Non-transport (Private), diesel | 15% |
| Transport (Commercial), petrol / CNG / LPG | 15% |
| Transport (Commercial), diesel | 10% |
Total concession cannot exceed 50% of the scrap value shown on the Certificate of Deposit (CoD).
CoD is valid for 3 years from the date of issue, and is electronically tradable across owners.
Government-owned and impounded vehicles handed over directly by enforcement agencies.
If replacing your car, scrap it before registering the new one — the rebate is applied at the time of registration and cannot be claimed afterwards.

Scrap or move the car out of Delhi?
If your car is past the age limit and pre-BS-IV, scrapping is the practical option — it cannot be driven here, and a buyer outside NCR will discount heavily for a car that can't be legally used in Delhi. If it is BS-IV or newer and well maintained, an NOC transfer to a state without an age ban may fetch more than the scrap value. Nxcar quotes both, since we also buy and sell used cars.
