Direct Answer

How do you scrap a car in India?

To scrap a car legally in India, you must hand it over to a Registered Vehicle Scrapping Facility (RVSF) approved by the Ministry of Road Transport and Highways (MoRTH). The RVSF checks your documents, pays you the scrap value, and issues a Certificate of Deposit on the government's Vahan portal. After the car is dismantled, it issues a Certificate of Vehicle Scrapping and your registration is cancelled. With Nxcar, the whole job — quote, pickup, payment and paperwork — is usually done in 1–3 days, at no cost to you.

REGULATORY FRAMEWORK

What is the Vehicle Scrappage Policy in India?

Launched in August 2021 by the Ministry of Road Transport and Highways (MoRTH) as the Voluntary Vehicle-Fleet Modernisation Programme (V-VMP), India’s scrappage policy establishes a transparent, scientific, and environmentally sound ecosystem to phase out polluting and unsafe motor vehicles. Under the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules 2021, vehicles must be processed through certified Registered Vehicle Scrapping Facilities (RVSFs) with computerized automated checks.

RVSF

Registered Vehicle Scrapping Facility

A facility authorised by state transport departments under MoRTH Rules 2021 equipped with environmental depollution and shredding equipment.

ELV

End-of-Life Vehicle

A vehicle whose registration has expired, failed mandatory fitness testing, deemed non-roadworthy, or surpassed statutory age caps (such as 10/15 years in NCR).

ATS

Automated Testing Station

Computerized fitness testing centres mandated by MoRTH that evaluate brakes, suspension, steering, and emissions without human discretion.

CoD

Certificate of Deposit

Government certificate generated on Vahan when the owner surrenders an ELV to an RVSF. Serves as proof of surrender and unlocks up to 25% road tax concession on a new vehicle.

CVS

Certificate of Vehicle Scrapping

Final digital certificate issued on Vahan once the vehicle has been physically depolluted and dismantled. Triggers permanent RC cancellation.

Vahan

MoRTH National Vehicle Registry

Centralized national motor vehicles database managing all registrations, ownership transfers, hypothecations, and deregistration status across India.

ELIGIBILITY & COMPLIANCE

When Should You Scrap Your Car?

The rules governing vehicle age and mandatory retirement differ significantly depending on whether your car is registered in Delhi-NCR or the rest of India.

Vehicle CategoryInitial ValidityRenewal & Scrappage Rules
Private Vehicles (Non-NCR)15 Years initiallyRenewable in 5-year blocks upon passing fitness test at an ATS; no automatic scrappage if fit.
Private Petrol (Delhi-NCR)15 Years maximumStrict ceiling under NGT/SC orders. Cannot be renewed in NCR. Treated as ELV upon reaching 15 years.
Private Diesel (Delhi-NCR)10 Years maximumStrict ceiling under NGT/SC orders. Cannot be renewed in NCR. Must be scrapped or exported to non-NCR via NOC before 10 years.
Commercial Vehicles (All India)Mandatory Periodic ATS TestsMust pass automated fitness tests every 2 years (first 8 years) then annually. Scrapped if failing repair standards.
Government & PSU Vehicles15 Years mandatory capMandatory deregistration and scrappage at 15 years under MoRTH notification dated April 2023 with zero extensions.

10 Clear Signs It’s Time to Scrap Your Car

If your car matches 2 or more of the following conditions, holding onto it is costing you more in maintenance, depreciation, and fines than its actual market worth.

1

Repairs Exceed 50% Car Value

When the estimated garage quote for engine, gearbox, or suspension work is higher than half the car's resale value, financial logic dictates scrapping.

2

Frequent Stranded Breakdowns

If the vehicle consistently leaves you stranded on roads or requires towing every couple of months, mechanical reliability is completely exhausted.

3

Structural Frame & Underbody Rust

Surface rust is cosmetic, but deep corrosion on subframes, suspension mounting points, or floor pans compromises structural crash safety.

4

Chronic Engine Smoke & Compression Loss

Continuous thick white, blue, or black smoke accompanied by severe oil burn and loss of compression indicates internal block or head failure.

5

Prohibitively Expensive Transmission Failure

Rebuilding an automatic transmission or dual-clutch gearbox on a 12-year-old vehicle often costs ₹1.5–3 lakhs, vastly exceeding car worth.

6

Compromised Safety Systems

Airbags deployed in previous impacts, non-functional ABS actuators, or faulty power steering racks that cost excessive amounts to replace.

7

Failed Automated Fitness Test (ATS)

Vehicles that fail ATS emissions, headlight alignment, brake efficiency, or suspension play and cannot reasonably be brought into compliance.

8

Statutory NCR Age Cap Reached

Diesel cars reaching 10 years or petrol cars reaching 15 years registered in Delhi, Gurgaon, Faridabad, Noida, or Ghaziabad face automatic fuel denial and impoundment.

9

Discontinued Model Parts Scarcity

When replacement sensors, ECUs, or mechanical parts are no longer manufactured, keeping the car roadworthy becomes impossible.

10

Idle 'Lawn Ornament' Depreciating

Cars left parked for over a year face seized calipers, corroded fuel tanks, rodent-chewed wiring harnesses, and dry-rotted tyres.

DECISION ENGINE

Should You Scrap Your Car or Sell It?

As India’s leading used automotive platform, Nxcar offers both: our live dealer auctions for roadworthy vehicles and MoRTH-authorised RVSF scrappage for end-of-life cars. Use this clear decision guide to pick the most profitable option.

Your Car’s SituationRecommended ActionWhy It Makes Sense
Petrol 15+ or Diesel 10+ in Delhi-NCR (pre-BS-IV)Scrap immediatelyIllegal to drive or park on NCR roads. ANPR cameras at fuel pumps trigger automated impoundment. Transport department will not issue an inter-state NOC.
NCR Diesel/Petrol (BS-IV or newer, runs well)Compare both optionsMay be eligible for an inter-state NOC to non-NCR states where 15-year rules do not apply, or scrapped to claim high-value new car road tax concessions.
Severe Accident, Fire, or Flood Total LossScrap immediatelyStructural integrity compromised. Repairing creates high safety hazards and insurer has already issued salvage payout.
Vehicle under 10 years, running, clear titleSell via Nxcar AuctionOpen-market used car buyer demand will yield substantially higher returns (2x–5x) compared to metal weight scrap valuation.
Old car, running, but buying a brand new vehicleEvaluate CoD ConcessionThe 25% road tax concession on a ₹20 lakh new car can save ₹40,000–₹50,000, which added to scrap cash might beat ordinary trade-in value.

What is an NOC Transfer, and when does it beat scrapping?

If your car is registered in Delhi, Gurgaon, or Noida, is BS-IV or newer, and still mechanically reliable, you can apply for a No Objection Certificate (NOC) from your RTO to sell the car to a buyer in a non-NCR state (such as Rajasthan, Punjab, Himachal Pradesh, or Madhya Pradesh) where 15-year age bans do not apply. Nxcar can inspect your vehicle and list it on our interstate dealer auction, often earning you ₹50,000 to ₹1.5 lakh more than scrap value!

PRICING TRANSPARENCY

How is Scrap Car Price Calculated?

Nxcar operates on an open-book pricing formula. We do not arbitrarily guess. Your scrap quote reflects real metal recovery indices, certified kerb weights, and salvageable parts.

Nxcar Scientific Formula
Scrap Value = (Kerb Weight × Scrap Steel Rate) + Reusable Parts Value − Missing Parts Deductions
Worked Example: 2009 Maruti Wagon R (Petrol)

• Certified Unladen Kerb Weight: 850 kg
• Prevailing Secondary Steel Rate: ₹24 per kg (850 × 24 = ₹20,400)
• Intact Reusable Components (Alternator, Starter, Radiator, Alloy wheels): +₹4,000
• Total Guaranteed Cash Transfer: ₹24,400 (with ₹0 towing charge)

Factors That Increase Your Price

Complete Engine & Gearbox+₹3,000 to ₹10,000

Intact powertrain components have high salvage and re-melting value.

Original Catalytic Converter+₹3,000 to ₹8,000

Contains trace precious metals (platinum, palladium, rhodium) recycled under strict RVSF standards.

Original Working Battery+₹1,000 to ₹2,500

Lead-acid cores possess certified recyclability value.

Factory Alloy Wheels+₹2,000 to ₹5,000

Cast aluminium fetches higher per-kg scrap rates than pressed steel rims.

Rolling Tyres & Intact SuspensionZero Tow Surcharges

Enables standard winch towing without requiring hydraulic crane retrieval.

Factors That Lower Your Price

Missing Powertrain Components−₹5,000 to ₹15,000

Missing engine head, alternator, or transmission drastically reduces recoverable metal mass.

Hollowed/Removed Catalytic Converter−₹3,000 to ₹8,000

Exhaust systems stripped of catalytic monoliths yield only basic pipe scrap value.

Missing Battery or Stolen Wheels−₹1,500 to ₹4,000

Deductions applied to offset missing lead and aluminium/steel components.

Submerged Silt & Mud WeightWeight Adjusted

Flood-damaged vehicles are inspected to exclude river silt and mud from true metal weight.

7 Ways to Get the Best Price for Your Scrap Car

Tip 1
Do Not Strip Mechanical Parts

Removing starter motors, alternators, or AC compressors rarely fetches much from local shops, but dramatically lowers the professional RVSF quote.

Tip 2
Leave the Battery Intact

Automotive lead-acid batteries have substantial scrap rebate value. Handing over the vehicle with battery guarantees a higher cash offer.

Tip 3
Keep the Original Catalytic Converter

The catalytic converter is one of the highest-value parts on your car. Ensure roadside mechanics have not replaced it with an empty pipe.

Tip 4
Scrap Before Complete Mechanical Seizure

A vehicle with rolling tyres and functional steering can be winched onto a flatbed easily, avoiding specialized crane tow deductions.

Tip 5
Time Your Sale with Steel Cycles

Scrap prices are closely linked to domestic secondary steel billet rates. Nxcar locks in peak market indices for your quote.

Tip 6
Keep Documents Ready & Clean

Having your original RC, Aadhaar, PAN, and bank details ready eliminates administrative verification costs and expedites payment.

Tip 7
Leverage Your Certificate of Deposit (CoD)

Factor in the up to 25% road tax concession on your next car purchase. On a ₹15 lakh new vehicle, this can save an additional ₹35,000+.

LEGAL CHRONOLOGY & COMPLIANCE

Delhi-NCR Rules for 10-Year Diesel & 15-Year Petrol Cars

If your vehicle is registered or parked within the National Capital Region (Delhi, Gurugram, Faridabad, Noida, Ghaziabad), you are subject to statutory environmental mandates established by the National Green Tribunal, Supreme Court of India, and the Commission for Air Quality Management (CAQM).

November 2014 – April 2015

National Green Tribunal (NGT) Landmark Ban

NGT orders prohibition of diesel vehicles older than 10 years and petrol vehicles older than 15 years on Delhi-NCR roads to mitigate chronic particulate pollution.

October 2018

Supreme Court Confirmation

Supreme Court upholds NGT orders and directs Transport Departments of Delhi, Haryana, and UP to impound end-of-life vehicles parked in public places.

August 2021

National Vehicle Scrappage Policy Launched

MoRTH introduces Voluntary Vehicle-Fleet Modernisation Programme with incentives for RVSF scrapping (CoD road tax concessions and registration waivers).

April 2025

CAQM Statutory Fuel Denial Directive

Commission for Air Quality Management (CAQM) mandates fuel retail stations in NCR to deny fuel to vehicles lacking valid PUC or exceeding 10/15 year limits.

July 2025

Automated ANPR & RFID Fuel Integration

Automated Number Plate Recognition (ANPR) cameras linked with Vahan roll out across pilot Delhi petrol pumps to flag ELVs at fuel dispensers.

August 2026

Supreme Court Clarification on Fitness vs Vintage

Hearing of a petition by a Volvo owner emphasizes national adherence to MoRTH guidelines while maintaining NCR pollution control imperatives; reaffirms RVSF as the sole protected route for ELV owners.

CRITICAL SAFETY COMPARISON

Authorised RVSF vs. Local Scrap Dealer (Kabadi)

Handing over your vehicle to an unauthorized kabadi dealer saves them taxes but leaves you exposed to police inquiries, hit-and-run liabilities, and vehicle cloning rackets.

ParameterAuthorised RVSF via NxcarLocal Scrap Dealer (Kabadi)
Legal AuthorizationMoRTH & State Transport Dept licensed✕ Informal, illegal, unorganised street scrapper
Vahan RC CancellationGuaranteed digital deregistration on central Vahan✕ None. Vehicle remains active in your name

6 Red Flags of an Unauthorized Car Scrapper

Red Flag #1
Promising to 'Manage' the RC

If the buyer claims they will 'handle RTO paperwork later' or asks you to sign blank Form 29/30 without issuing an RVSF CoD, your car will likely be resold illegally.

Red Flag #2
Cash Only with No Identity Proof

Unauthorized scrappers operate purely in untraceable cash and refuse to provide their firm's GST, trade license, or RVSF certificate.

Red Flag #3
Refusal to Cut Chassis Number

Legitimate RVSFs cut the chassis plate in your presence or upload video verification to Vahan. Illegal scrappers keep the VIN intact for chassis cloning.

Red Flag #4
No Vahan-Linked Application

Every legal scrapping process must generate a Vahan application number starting with state codes. If there's no Vahan portal link, it is not an RVSF.

Red Flag #5
Operating from Unlicensed Open Plots

Unorganized junkyards in Mayapuri, Meerut, or Sotiganj lack effluent treatment plants, oil-water separators, and hazardous refrigerant recovery equipment.

Red Flag #6
Dramatically Inflated Initial Phone Quotes

A common bait-and-switch: quoting ₹40,000 on the phone for an Alto, then arriving with a tow truck and aggressively slashing the offer to ₹15,000.

CIRCULAR ECONOMY

What Happens to Your Car After Scrapping?

Inside an authorised Registered Vehicle Scrapping Facility, your vehicle undergoes a high-tech 7-stage depollution and circular recycling sequence where over 90% of its materials are transformed into clean raw industrial feedstocks.

1

Intake & VIN Verification

Chassis number and engine number are physically matched with Vahan records and high-definition photographs are archived.

2

Eco-Friendly Depollution

Trained technicians vacuum out refrigerants (R134a/R1234yf) and drain engine oil, transmission fluid, brake oil, steering fluid, and coolant into sealed tanks.

3

Battery & Pyrotechnic Safing

Lead-acid/Lithium batteries are decoupled for dedicated smelters; un-deployed airbag inflators are controlled-detonated in safety chambers.

4

Component De-manufacturing

High-value reusable mechanical components (alternators, starters, steering racks, body panels) are systematically removed for certified remanufacturing.

5

Precious Metals & Tyre Salvage

Catalytic converters are harvested for platinum/palladium recycling; tyres are segregated for high-grade crumb rubber or industrial pyrolysis.

6

Heavy-Duty Industrial Shredding

The remaining stripped metal bodyshell enters heavy-duty hammer-mill shredders, reducing the vehicle to fist-sized fragments in seconds.

7

Magnetic Separation & Green Steel

Powerful magnetic drums separate ferrous steel from non-ferrous metals, glass, and polymers. Clean scrap steel is fed into induction furnaces saving up to 70% CO2.

Got Questions About Scrapping Your Car?

Clear, honest, and legally verified answers to every question regarding pricing, towing, loans, and Delhi-NCR rules.

Nxcar calculates scrap car value scientifically using three transparent factors: 1) Certified unladen kerb weight of your vehicle, 2) Current prevailing scrap steel market rates per kg, and 3) Recoverable value of intact mechanical parts (alternator, starter motor, catalytic converter, battery, and intact body panels). Any missing core components are factored transparently without arbitrary deductions.
