  2. 2

Submit documents, road tax and registration fee.

  3. 3

Vehicle inspection — an officer verifies the chassis and engine numbers.

  4. 4

RC issued as a smart-card / digital RC within 7–15 days. No new vehicle should leave the dealer without an HSRP affixation certificate.

⚠️ Old Vehicle Rules in Karnal (NCR)

Karnal is part of the Delhi-NCR, where diesel vehicles older than 10 years and petrol vehicles older than 15 years are barred from plying, under NGT / Supreme Court orders. Enforcement is being tightened in phases by the Commission for Air Quality Management (CAQM): end-of-life vehicles are denied fuel at pumps — via ANPR cameras linked to the VAHAN database — in Delhi and five high-density NCR districts (Gurugram, Faridabad, Ghaziabad, Gautam Buddh Nagar and Sonipat) from 1 November 2025, extending to the rest of NCR, including Karnal, from 1 April 2026. Such vehicles must be de-registered, moved out of NCR with an NOC, or scrapped — so always check a used car's age and registration date before buying.
