New vehicles must be registered to comply with statutory rules. Process is typically 7-15 days.

Old Vehicle Rules in Kurukshetra: Is the NCR Ban Applicable?
No — Kurukshetra is not part of the Delhi National Capital Region, so the NGT / CAQM rule that bars diesel vehicles over 10 years and petrol vehicles over 15 years does not apply here. Older vehicles can continue to ply in Kurukshetra as long as their registration, fitness certificate, insurance and PUC are valid. The one rule that does apply statewide is RC validity: a private vehicle's registration is valid for 15 years, after which it must be re-registered and then renewed every 5 years. If you later move the vehicle into an NCR district, the NCR age restrictions would then apply.
